Actually, in 1926, Ohio swimmer Walter Laufer beat Johnny on the final leg of a relay race. This is documented in Buck Dawson's book An Era to Remember: Weissmuller to Spitz.

And another report details how a 17 year old high school student named George Kojac bested Johnny twice, setting a new world record for the 200-yard back stroke.
